As the enterprises have taken up more capital in foreign investment and technological transformation in recent years, and the export tax rebate cannot be cashed in time, it is difficult for textile enterprises to make loans, resulting in low payment capacity. For example, a certain group in Xingtai has a loan of 170 million yuan in ICBC, mostly for old loans. For many years, “borrowing new and oldâ€, enterprises have failed to apply for new loans many times, and the funds are relatively tight; Hebei Ningfang Group has technical transformation projects in recent years. The first and second phases of the high-grade cotton non-ironing project started in 1999 have been completed and put into production. In recent years, although it has invested a considerable amount of money to carry out technological transformation, due to the large base and relatively insufficient funds, the upgrading of technical equipment has not yet entered a virtuous circle. Large state-owned enterprises have introduced certain advanced technologies and adjusted product structure, and the overall technology has been improved. However, there are few enterprises with international and domestic advanced levels such as Changshan Textile Group, Yimian Group and Ningfang Group. Most enterprises have low level of technical equipment, and the products are mainly rough-processed products with low added value and lack of competitiveness in market competition.
