"Three Certificates" are issued on a product-by-product basis, that is, each pesticide product and the same pesticide product are produced by different manufacturers, each of which has its own "three certificates."
1. National implementation of pesticide production licensing system
Pesticide is a fine chemical product. Enterprises that produce pesticides need to have specific equipment, facilities, technical conditions and management quality to ensure product quality, and have a reasonable layout of production plants across the country to control the number of production sites. After the pesticide production enterprise is approved to produce pesticides with national standards or industry standards, it shall apply to the administrative department of chemical industry of the State Council for a pesticide production license. For the production of pesticides that have not yet established national standards or industry standards but have enterprise standards, they shall be submitted to the administrative department of chemical industry of the State Council for approval and issued a pesticide production approval document after being examined and approved by the provincial chemical industry management department. No unit or individual may produce pesticides that have not obtained pesticide production licenses or pesticide production approval documents.

The national standards are reviewed and approved by the National Pesticide Standardization Technical Committee and approved by the State Bureau of Quality and Technical Supervision. After the quality of a pesticide product is further improved and stabilized, the national standard should be developed without losing the opportunity. National standards are the highest standards in the country, and their technical indicators are comparable or close to international standards.

The pesticide registration system began in the United States in 1947, and most countries in the world have implemented registration systems. China's pesticide registration work began in 1982, and in April of that year, six ministries and commissions of the State Council jointly issued the "Pesticide Registration Regulations", which was implemented on October 1 of the same year.

Formal registration: pesticides circulating as official commodities must be formally registered. The official registration is valid for 5 years and can be renewed.
For each commercial pesticide product of each pesticide company , there must be three numbers on the pesticide label. The "three certificates" are not uniform, or the use of other pesticide products "three certificates", or the use of other manufacturers "three certificates", the product is a scope of inferior counterfeiting, is an illegal act.
A pesticide product has a "three certificates" and does not organize production according to the technical requirements stipulated in the "three certificates". The quality of the products does not meet the relevant requirements of the "three certificates", and the products are inferior products, thus causing consequences. The manufacturer is responsible for legal responsibility.
On April 7, 1995, the State Administration for Industry and Commerce of the People's Republic of China and the Ministry of Agriculture of the People's Republic of China jointly promulgated the "Measures for the Examination of Pesticide Advertisements" to include "three certificates" as one of the mandatory contents. News and audio-visual media should also pay attention to the "three certificates" when propagating and reporting pesticide products. In the report of the results of the new pesticide products (variety) that are in the development stage, although there is no "three certificates", it should clearly indicate the stage of the results, so as not to let readers mistakenly believe that it has reached commercialization.
