Big but not strong

In the survey of China's superhard materials network reporters, it was found that the current status of Danyang's diamond tool industry is similar to most of China's traditional manufacturing industries, with “scale” and “active capacity expansion” as its main development routes. In the investigation and interview, the reporter also found that most of the enterprises in the Danyang diamond tool industry belong to the “muffled and big fortune” and the style of behavior is quite low-key. Many small and medium-sized enterprises lack communication and communication with the outside world, and rarely participate in various conferences and events organized by industry associations. Concepts tend to be very conservative and obsolete. In technology research and development, enterprises sometimes fall into "closed doors." The lack of support and enthusiasm for technological innovation.

In general, although most of the enterprises in Danyang have begun to take shape, some enterprises are still more or less unable to get rid of the shadow of “family-style workshops”. Some small companies only focus on price factors and lack of support for technological innovation, so they have formed a fierce homogenization market competition. The gross profit of a product is even less than 10%.

With the changes in policies of the Chinese government in terms of resources, environmental protection and industrial transformation and upgrading, the extensive development model has come to an end. It is difficult for the company’s innovation rights to be truly respected and protected.

Secondly, "metal powder raw materials" has also been an important problem that plagues enterprises. In the process of Danyang Enterprise's diamond tool products moving from “mid-end market” to “high-end market” in the international market, product performance and quality stability have been affected by the performance of raw materials such as metal powder. As far as the current situation is concerned, the "short-board problem" of product performance caused by the "raw material" problem has not been effectively solved in a short period of time.

Anti-dumping haze

On May 3, 2005, US companies quoted the country’s customs statistics as saying that the export of diamond saw blades from China and South Korea increased from 8.7 million in 2002 to 13.4 million in 2004, causing US companies to fail to enjoy The benefits brought about by the boom in the construction industry, on the contrary, have reduced the profit margins of US companies, resulting in the bankruptcy of one company, the shrinking market share of many companies, and the fact that US counterparts are “trapped in the embarrassing situation of steel, rising energy costs and falling product prices” The low-cost imported diamond circular saw blades from China have caused substantial damage to the domestic industry in the United States. The American Diamond Saw Blade Manufacturers Union filed an indictment with the US Department of Commerce, alleging that diamond saw blades from China and South Korea were dumped in the United States and required an anti-dumping investigation.

On May 16, 2006, the US Department of Commerce initially determined that the dumping margin of Chinese enterprises was 2.50%~164.09%. The US Department of Commerce made a decision to impose anti-dumping duties of 2.5% to 164.09% on Chinese enterprises, which means that China will export in the future. All diamond saw blades in the United States may be subject to a punitive tariff of no less than 200%. After more than a year of repeated contests, on June 19, 2006, four of the six members of the US International Trade Commission believed that the Chinese diamond saw blade did not cause substantial damage to the US domestic industry and no longer imposed anti-dumping duties. China's export of American diamond saw blades will reduce the anti-dumping duty of 164.09% from the beginning to a weighted average tax rate of 14.9%, and finally obtain the best result of the anti-dumping duty "return to zero".

On July 22, 2011, the Chinese side proposed a supplementary consultation request, and the “zeroing” in the anti-dumping measures taken by the US diamond saw blades was also included in the dispute. This time, the WTO ruled that it provided a successful case for the United States to completely "zero" the diamond saw blade "return to zero" method.

However, as China's economic and trade exchanges with emerging countries as the emerging trading powers are expanding, the opportunities for trade frictions and disputes will increase as the market becomes more competitive. Second, countries will adopt more trade during the economic recession. Protection measures are regular performance. Therefore, China will naturally become the hardest hit by anti-dumping. In the future, the world's anti-dumping lawsuit investigations against China will only increase, how to take the initiative to effectively evade the "anti-dumping" lawsuit, or will once again test the collective wisdom of Danyang diamond tool enterprises.

The disappearance of demographic dividends, the reduction of labor supply, the increase in labor costs, and the decline in the willingness to work for a new generation of labor in the manufacturing sector have created enormous constraints on the international competitiveness of China's manufacturing industry.
